The country code of Turkey is +90. The area code of European side of Istanbul is 0 212 and Anatolian side of Istanbul is 0 216. Ankara's city code is  0 312 and İzmir's city code is 0 232. You should then dial the telephone number. Please check the other International Codes from: http://www.internationalcodes.com/ 

The most economic way to telephone in Turkey is from a PTT telephone booth. Jeton (phone tokens) are in three sizes for local, inter-city and international calls and can be purchased from all PTT offices. Telephone cards are also available and more practical. To make a long distance call from Turkey, the prefix is 0 for intercity and it is 00 for International calls.
